Body-Guard is correct in that the engine does not handle the "special" item height properly, and that's why the flag height change didn't work. We had to add special "touching" logic in the vertical direction (and a special actor flag to activate it) and it now works correctly on Earthquake's test wad. Check out the changelog. It will appear on the next release.
