Voice quality is maximum, voice volume is maximum. voice_chat 1 in the console doesn't help.

Be sure that on the server voice chat is enabled. You can see that with the icon in ZLauncher.

Hint: Voice enabled servers will now echo the voice back to a client when he's alone in the server; this is useful for checking/fine tuning the voice chat parameters.

Yes, I didn't hear the voice chat even on servers where it's enabled.

Next step is: Is recoding of your microphone correct?
Depending on your hardware the possibilities are:
- select microphone to be recorded
- mute all recording inputs except microphone

Be sure you selected the correct soundcard (e.g. onboard, USB headset, ...)

I think you know that you have to bind a key for push-to-talk and the microphone symbol must appear.

Did you block some players or changed voice chat to "white list"?
With "voice_block_clear" in game console you can clear the list of blocked players.
Make sure "voice_default_allow" is set to 1 to allow all players by default.
