When in spectator mode when you move view is bobbing (moving up and down)
I think it should be turned off in spectator mode. Dunno if it's possible to turn it off via config.

movebob 0 // turn it off
movebob 0.25 // turn it on

But it will influence your own settings as well.

strange i thought we disabled the bobbing for the spec.
i'll check the code again.

i just checked and i cant get my spectator to bob at all. i had the crosshair enabled and focused a point in the distance. i tried it in SP as a spec and in a demo with a freespec. the corsshair remained focused on the same spot and didnt bob at all although i use a movebob of 0.25 ingame.

here is the relevant code:

player->bob = (player->spectator) ? 0 : FixedMul(player->bob, players[consoleplayer].userinfo.MoveBob);
as you can see the view does not bob for specators.

did you maybe mean that it bobs when you watch through the eyes of another player?

Well, yes now I try and cant get it anymore, it's 1.09. I think I have a demo have to look for it.
