Somewhere betwen 1.08 and the 1.11 betas the behavior of rocket jumping in ZDaemon has been changed. It used to give a strong vertical thrust, but now it no longer does so. While I understand this may have been done to maintain compatibility with the latest versions of GZDoom, we really need a DMFLAG for this as now classic CTF maps have become completely broken. I will update this post tomorrow to find the guilty version and to post videos to showcase the differences.

Do you also have a little more info e.g what server you played on or what DMFLAGS you've used?

Related to rocket jumps:
sv_oldblast must be off to get blast to z-axis.
sv_splashfactor, sv_gravity, sv_aircontrol affect the blast.

Why are people attempting to break this vanilla behaviour o.O I understand that u can glitch in various maps but its fault of map designer more than anything else...

Additionally, this entry in the changelog might fixed the problem since the report was made:
Code:
 6. Fix for invulnerability when sv_oldblast is active: player didn't
    get a thrust. (e.g. Arch-vile attack, rocket/barrel explosion)
