MBF has the codepointer A_RandomJump (which is replaced by A_Jump in Zdoom) which allows for the random advancement of a frame.

MBF uses "Unknown 1" for the chance (0 being never, 255 being always) and "Unknown 2" for the number of frames to skip.

This is how ZDoom implements it with decorate, but the function is the same.

Test wad:
The barrel should have a 50% chance of blowing up, every time its spawn frame is reached (every 6 tics).

Edit: The DEHACKED lump in the wad uses the "Jump" codepointer, but "RandomJump" doesn't do anything either.

Edit: More on the MBF codepointers from this thread; http://forums.zdaemon.org/viewtopic.php?t=14243&sid=f4b170f08682c16f31e3b81106e94cf7
